Which file did you modify? Isn't there an update-safe way to achieve this with a plugin or extension? Modifying core files is generally a bad idea because those changes are lost on updates. However, the core file check does not affect the security rating ("traffic light").

Please note that notifications are not sent immediately. A site has to remain unavailable for a certain period to avoid false alarms, as brief outages of a minute or two are quite common.

If you need immediate notifications, you can use a service like UptimeRobot alongside HTProtect.

And how long, approximately, will it take after the site is disabled (out of order) before receiving a notification about it?

I'm not sure whether Stripe can be used in Russia. I've sent you a private message.
Notifications are sent after a site has been unavailable for around 75 minutes. If you need instant alerts for short outages, I recommend using UptimeRobot alongside HTProtect.

Can you tell me, if someone changed the login and password of the super-user in the admin area, will I be able to log in using the One-click backend login button from htprotect.app? Or will access be lost?

It still works: it logs you in as the selected Super User without requiring a password, and it temporarily creates an exception for the additional /administrator password protection for the duration of the one-click login session.

And there's an even bigger problem.: One-click backend login is not always available. Sometimes it gets into the admin area normally, but very often the main page of the site just opens. I don't know how to overcome it.
