I just noticed that in the control panel under extensions, the template "shaper_helixultimate" is set to "Never." Is that intentional? For the other extensions, it at least says "Security." Are the settings in the component of each individual site prioritized over the settings in the control panel?

That's intentional because template updates can sometimes mess things up.

The settings in the dashboard (site detail view -> updates) and in the component should always show the same status – the most recent change takes effect.
